New sanctions on North Korea

It looks like the UN plans to impose new/tightened sanctions on North Korea:
I'm all for the use of sanctions against rogue countries. From what I've read, these sanctions are good ones and could possibly be effective. The problem? I seriously doubt they'll be enforced. As usual, the world will look to the US to do the heavy lifting -- and I don't think we have the resolve to follow through. Also, North Korea is declaring that the enforcement of the sanctions would be a declaration of war. They have even stated their goal of weaponizing their plutonium in the last few days (as if there was any doubt about that, anyway). I just don't have any confidence that the US or countries in that part of the world are willing to stand up to Kim Jong-il in any meaningful way.
If they aren't enforced, UN resolutions are just words on a piece of paper. The resolutions may make the diplomats in New York feel like they are addressing the world's most pressing concerns, but those hollow efforts are nothing but an exercise in futility.
The U.N. Security Council voted unanimously Friday to expand and tighten sanctions on North Korea after that nation's recent nuclear test.
The 15-0 vote on U.N. Resolution 1874 imposes an embargo on the shipment of arms from the communist regime and broadens a ban on the import of weapons.
"This resolution provides a strong and united international response to North Korea's test of a nuclear device," said U.S. Deputy Ambassador Rosemary DiCarlo.
